After downloading the whole 4.03 gb I went to run the setup but it shows – "windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item" pls telll me what to do……

It took a bit of fiddling around (make sure you choose both the English and English+Russian language options), but it works! That deserves a subscription.
EDIT: If you live in the United States like I do, make sure that you use a VPN so that your ISP does not get angry at you.
Oh, and they recommend the wars of liberation mod can be installed separately from the base game to add more civilizations. Very fun.
